Car overheating while engine is off

the DP can in fact retract in 3 seconds,  the time the DP lasts is based solely on the temperature of the engine cold.  -40C to +82C,  faster when hotter engine
then the IAC rules cold start RPM (below 71c)
boy that is  ODD that throttle hit thing, never seen that ever. (but smacks as idle switch failing) 
what matters is the engine temperature when engine is started.
if the mechanic removed it and did not do the calibration , now the idle switch is set wrong,  it must be closed this switch after the DP retracts.

below 150F (71C) the IAC is open and idle must be fast, or the IAC is dead.  coolant temps are what matter here.
when testing the idle always know what the coolant temps are,  I use a ohm meter at the ECT (unplugged.)
750RPM is wrong on any 8v cold engine , means IAC is dead.
or use  IR gun to read thermostat housing temperature before starting so you know where it is starting temp. wise.

here is the table  I made for USA cars , many cars in EU have different ECT. sensor,, type1,2,3, etc. no country or VIN told by you So all I can do is guess.
at 21C the ECT reads about 2300 ohms , fully hot 81c is about 300 ohms.

the IAC must be open on cold engine, at end of DP cycle, up to 71C it is open, (less warm) and fast idle.

TAGs (body)
USA has no such tag ! outside yes.
do you have this?  this is on the fire wall on all non USA Vitara's  and engine parts (EFI for sure) must match these codes.   NO VIN here, just chassis codes.

Inserting the DLC jumper diagnostic, makes the CEL lamp (cluster) blink 12? (good)
guessing me yours is 4 pin DLC. here.

if the IAC were dead say at 10C overnight. parked, then started cold at 10C
the IAC must be open, some. (fast idle IAC mode this is)
if not the engine lacks fresh air for running cold. (IAC dead)
The ECU assumes this is open and injects fuel based on open IAC, but if stuck closed,
the fueling is now way too much (lack of air caused) and goes hugely rich burning and misfire. (3 cylinder effect is misfire gross)
the IAC is not optional, and TB are hard to find now. sure. for sure working ones.
these cars are old now and things will be bad.

forget the DP, it works, find reason for 750RPM on old engine this is wrong.

Yes, my car has that plate.
Is a Suzuki Vitara CAMI yr93 g16A 8v EFI.
The CEL give me code 12 Smile
I have another TB, three more injectors and some others spare parts (luckly).
Tomorrow I'll test the IAC, both I have, hopefully one of them will work Tongue

that is great news

with TB in hand make sure the valve is open cold.( the 3 tiny screws can be near impossible to remove and not break.

but you can blow though it end to end, cap still on (3 screw cap)

the in pan of hot water over 150f, say 180f , the valve is not closed.

if closed all the time that is bad  wax pellet inside dead, iAC. Confused

IAC is sucked hard here, marked here but is 2 paths, IAC and the bleed screw path, if you close the bleed valve and no air can pass here the IAC is dead stuck closed. The ISC also supplies air to that big olipical hole below. 3 paths, to test it is not easy in hand due to 3 way flow.

5 small holes are blocked full time with gasking, the arc slot is vacuum ports (egr)

here is even a better drawing, shows it all, note the 3 idle air paths from C down. (revised for 89 up) 89/90 has no bleed screw.

the bleed screw  sets idle DUTY cycle at 800 rpm hot to 50% PWM rate.  the ECU controls idle hot only(ISC).  IAC controls cold.
