one could rewire car and add a IAT. (to match ECU that is in hand)
most smog stations will not notice this, (calif excepted)
but i think the ecu pin for that sensor is missing on yours. (i dont have a 92 harness to look at sorry)

pin b21 , may be a non populated pin.,
if not (its there) look for unused, IAC connector near air cleaner. same color wires, bingo.

also both the ECU and TCM can have bad electrolytic caps. if RUBICON brand they are junk.
that corner cap is top fail , as are 2 or 3 more.

i call it the green slime death.

fix 3, there are lots of ways to skin a cat.
most never ask me. all ways.
well you could put a fixed resistor on pin B21, to ground , if the smog guy dont see that, it passed IAT.
for sure , i can not predict where any smog guy looks, ever.
a 6000 ohm resistor will be freezing. temp.
if smog day is 32f, then use 6k ohms. there.
my guess 2600 is ok too. room temp.
