Are my shocks bad?

Since this car is a lot lighter than anything I drive, I don’t know if this is normal.

280k miles on the *frame*, don’t know the mileage on the shocks. 

Which shocks should I get? Budget under $200 so I have a lot of options.

I prefer the suspension to be tuned for off-roading, since that’s the primary purpose for this vehicle even if fewer than 10% of the miles driven are off-road. 

I weigh between 110 and 130 lbs.

hello and welcome. (front or rear you did not say)
yes 2000 lbs cars are very rare, and low CG cars too and both are wow, offroad and deep snow.
front stocks are called STRUT's  with springs.
rear are just old fashioned, shocks
they are really just spring dampeners. 

if you removed the rear shocks and drove, and hit 1 bump the car bounces 10 times (very dangerous), put them back and bounces 1 time.
the only tuning (and not affording CONI racing shocks for $500) is larger shocks, buy them.

CONI have compression and rebound dampening screw adjusters, as seen in top races.
what you weight means nothing at all in 2000 lb car,On motorcycle yes.

just put new shocks on it, do not buy the listed most cheap version,they will be cheap crap,.
 
there are vast driving offroad done and conditions and speed,. from crawling to high speed, desert racing.
tuning means just that tuning shocks or can ,me selecting parts best used for the type of offroad you do.
what needs saying is what usage offroad, where exactly name a place and speeds. run.
but, rock ,gravel, even solid granite., mud,  grass, and more, then tires come into play and huge tires need bigger shows for more un-sprung weight tires/wheels)
huge tires will overload stock shocks easy.


off road you want the tire to not lift off the road surface , to not lose traction or breaking. (more compression dampening does that) and more rebound (damp) too for more heavy tires)
be ready to try many shocks by brand and model. sized.

there is no one size fits all here. and lots more to consider. swaybars yes/no, and rubber mounts changed to poly bushings, and more.
