the hazard has its own power supply 12vdc fuse, that is the reason there are 2 fuses. blink and Haz.
the switch decides, that.
then when the blinks are used, power goes to the blinker relay from blink fuse, if the hazard are used same thing the blinker relay goes hot.
then the blinker module sends pulsing power, BACK to the combo at pin 13
at this point the Comb can do 2 things,
if in hazard mode the Combo sends flashing power to both side of car, and can fail and not send to one side (see that schematic)
or if in blink mode the same pin 13 blink power goes to pin 2 left or 12 right side of car , as driver selects.
that is how it works electrically
mechanically only you know, because you took it apart.

my guess that is the key to this question,?

the blinkers would work if the RELAY has power all the time, just fine. but the Relay sound will drive you nuts and burn out soon.
there are only 2 ways to get power to the relay.

ok, but mechanically, who knows?, you'd have to imagine all forms of wrong assembly "OMG", I could never guess all those.
