No high idle when cold

Hello all,
I am having trouble with my 1995 16v sidekick. I cannot get the engine to idle high when cold. When it starts it goes directly to 800rpm. Makes warming the engine difficult on cold mornings. It will drive fine just no high idle when cold. I will appreciate any pointers anyone can give. Thanks

welcome Steve.

the IAC under the TB is dead.
that assumes the engine is not flooding and misfiring (shaking too) at idle. (eg. fuel pressure stuck at 60psi , bad FPreg))
or grossly lean. say real low fuel pressure.
if the air fuel ratio is ok, then the IAC is stuck closed.

test in a pan of hot water

this hole must be open , cold until about 150F

dead cold engine.
off the huge air tube. up top
find a large rubber hoes that fits on that TB , rectangle port, and blow in that hole, if you can not blow into that hole , the IAC is stuck closed.
