95 tracker has spark wet plugs no start

spark timing. (will go retarded grossly )
if off spark timing , while cranking, the cam belt slipped.. try your timing light.. i bet it slipped.
the tacho might not with low cranking volts, it only moves .3 on scale if you have full voltage, it's an analog tacho and very finicky in that regard. just it twitching at all , is s good sign.
the tach signal is good or the ECU would throw 41 or 42s, the ECU will do so even if 1 pulse in 6 is missing.... i trust it.

i think its the belt. or sheared key on crank snout.
