Idle surge

So I just recently acquired an 89 tracker. It was sitting in a garage for the last 14 years (never started) and i brought her back to life! After changing the oil, oil filter, plugs, ignition fuse, fuel tank, fuel pump, fuel filter battery, thermostat, coolant, radiator cap, and a couple bulbs she fired right up! Now the issue. It starts up and idles high 2200 rpms. After about 1 min. It will fall to 1500rpms and surge between 1500 and 2000 on intervals of about 2 seconds. My research has pointed me to the IAC and i have yet to pull it and clean it but I was wondering if anyone else has been able to fix this. Please let me know if I'm going the right direction. Also I should point out that I found a link that said "if your tracker is surging try this" but the link no longer worked!!! Ugh. At least I know there is a fix and all I need to do is find it.

my links to my pages are unchanged. and the search box works
type surge, or idle problems.
i guess engine has full power now and CEL is out running.
and mpg ok.
just idle surging and the ISC servo in all Suzuki do that, illegally, (bad software in the ecu does that and no cure there)
but the reasons it surges is because there is an air leak.
and air leak so big the ISC can not hit 800 rpm
so it then surges, like silly ninny. nuts no? well that is all SUZUKI bad code.

the 8v engine is TBI and all air leaks (vacuum) cause racing idle hot, and with FULL POWER racing that fast.
