4 valves on #1 , may be 1 is not adjusted right.
put it at TDC , see cam lobes go to back side of rocker (loose) and if all 4 valves #1 are loose with lash , then one is burned. sorry if true.
Pulley TDC mark is for both #1 and #4 , so watch valve action on those cylinders.
