95 tracker has spark wet plugs no start

I have a 95 geo tracker with a 96 16v motor. It ran fine for about a year and half. My problem started the other day when it was 0 degrees outside. It wont start. I have spark at all four plugs. The plugs are getting wet with fuel. It sounds like it wants to start but wont. Gets closer with the gas pedal to the floor. The tach needle does not move at all when cranking. Tried spraying starting fluid in the intake and still no fire. Jumped diagnostic pins and have 12 flashing even after cranking. Can anybody point me it the right direction?
