it's an old hydramatic, trans. , is the filter clean? level is correct? a dip stick , hot, running engine, in park.? DO not overfill it or it foams up and wrecks the box.
step 1, is pump pressure. (at test ports)
stall test: 1st gear. fail? (rpm, check, stalling the TC)
the governor has screens that can clogged.
TV cable set right not rusted and stuck fully retracted (would delay shifts not kill them)
there are other failures, all deep inside the box. servos and clutch packs.
